You do have an issue there - I would recommend that you try to identify some of the people already involved in Virtual communities (eg through this site, following up Bong Ramilo who is working extensively in this area) and see if they will support your idea, and also see if you can contact a person you would want to target to join the community - you will have to reach them to let them know they can join the virtual community somehow, so use that process to solicit support.
The funding body will be wanting to see that there is support for the project from your proposed target community, so even if it doesn't yet exist, you will need to demonstrate the need for it through support from people who want to be involved.
I would strongly recommend calling the funding body staff ti discuss it with them too.
As to Artwork, some articles are posted on www.ccdnsw.org and you can contact CCDNSW to receive Artwork magazine in Canberra. There is currently no locally based distribution in the ACT.
